No. On its own it takes cold water and ice, with nothing to plug in. The Hydro Chiller is for when you want it held at a set temperature, anywhere from 2 to 42 °C.
On its own, as cold as the water and ice you put in. With the Hydro Chiller, down to 2 °C: from 25 to 28 °C to 10 °C in 1.2 to 1.5 hours, to 5 °C in 1.5 to 2 hours more, and to 2 °C in about an hour after that.
